Most descriptions of the procurement process are written for office purchasing: someone requests a laptop, it gets approved, a purchase order goes out, the invoice gets paid. Manufacturing does not work that way. Production materials are triggered by a planning system rather than a person, suppliers have to pass quality gates before they can ship a single part, and most orders are released against agreements rather than one-off purchase orders.
