Ukravtogaz is a Ukrainian state-owned enterprise responsible for managing and operating underground gas storage facilities. As a critical infrastructure operator, the company manages significant procurement volumes across technical, operational, and administrative categories, all subject to public procurement regulations and mandatory transparency requirements.

Before the project, procurement processes were managed manually and in a fragmented manner, with no unified system connecting annual planning, request management, tender execution, and contract fulfillment. The absence of integrated controls made it difficult to enforce budget discipline, maintain audit readiness, and ensure consistent compliance with procurement standards.

Challenge
